Agenda Item Summary:
The property owner of 721 West Boulevard is requesting a building permit to replace all of the historic windows on the home with full-framed, Andersen’s composite windows. On April 18, 2024 the State Historic Preservation Office (SHPO) commented that the proposed project had the potential to encroach upon, damage, or destroy historic property that is included on the National Register of Historic Places. They requested a Case Report to identify what feasible and prudent alternatives were explored, and requested the HPC’s comments on the Case Report. On June 26, the HPC found that the full window replacement is likely an adverse effect based on the Standards for Rehabilitation; however it is the most feasible and prudent alternative given the situation. Further, it minimizes the harm to the historic property by adding the exterior applied muntins rendering the project more compliant with the Standards.( File Number 24RS003)
